Phil Hodges serves as Director of Quality at Hourigan, where he is responsible for overseeing scheduling, quality assurance, and quality control across all projects and office locations. In this company-wide role, Phil works closely with operational leadership to ensure consistency, accountability, and continuous improvement—bringing a disciplined, systems-focused approach to how projects are planned, executed, and delivered.

With nearly two decades at Hourigan, Phil brings a rare, end-to-end perspective shaped by more than 15 years in preconstruction and estimating. Having worked across all three of the firm’s offices and market sectors, he serves as a conduit for best practices, helping translate lessons learned into stronger project outcomes and enhanced client service. His deep understanding of project planning, cost, and execution enables teams to make informed decisions from early design through completion.

Phil holds a degree in Building Construction from Virginia Tech and is ASHE Healthcare Construction Certified. Based in the Hampton Roads area, he enjoys spending time at the Chesapeake Bay, golfing, and traveling whenever possible.
